ITIN mortgage loans: how buyers without an SSN can finance a home

What an ITIN is, how ITIN mortgage loans work, what lenders usually ask for, and the questions to ask an ITIN buyer before you show a single house.

Illustration of a buyer profile filled in from a conversation

A buyer writes on WhatsApp: "I don't have a Social Security number. Can I still buy a house?" Many agents answer "you'll need to pay cash" and move on. That answer is often wrong. Buyers who file US taxes with an ITIN can sometimes get a mortgage, just not the kind most of your other buyers get. Here is what an ITIN is, how ITIN loans work, how to qualify these buyers early and where deals go wrong.

This is not financial or legal advice. Loan rules change and every lender sets its own terms. Work with a licensed loan officer who actually closes ITIN loans before you tell a buyer what they can afford. Every figure and rule below links to its source, checked on October 27, 2026.

What an ITIN is, and how a buyer gets one

An ITIN (Individual Taxpayer Identification Number) is a 9-digit number the IRS issues to people who have a federal tax purpose and are not eligible for a Social Security number. It is issued regardless of immigration status and is for federal tax purposes only: it does not authorize work, qualify anyone for Social Security benefits or, per the Form W-7 instructions, change immigration status.

To get one, the buyer applies with Form W-7, normally attached to a federal tax return, plus documents proving identity and foreign status. A passport is the only stand-alone document; otherwise a combination is needed. There are three common ways to apply:

  • By mail to the IRS in Austin, Texas.
  • In person at an IRS Taxpayer Assistance Center that offers ITIN services (free).
  • Through a Certifying Acceptance Agent, in the US or abroad, who can authenticate most documents (fees vary).

Timing matters for your deal. The IRS says to allow 7 weeks, or 9 to 11 weeks during tax season (January 15 to April 30) or if the application comes from overseas. And an ITIN can lapse: if it was not on at least one federal tax return for 3 consecutive tax years, it expires and has to be renewed with a new W-7.

What an ITIN mortgage is

Before you can explain an ITIN loan, it helps to know why the standard programs usually don't fit these buyers.

Conventional (Fannie Mae). Fannie Mae's Selling Guide says each borrower needs a valid Social Security number or ITIN, in addition to meeting its legal residency and documentation requirements. It buys loans to non-citizens who are lawful permanent or non-permanent residents, and the lender has to warrant that the borrower is legally present. So the ITIN itself is not the barrier; residency status is, and that is the lender's call.

FHA. Since Mortgagee Letter 2025-09, required for FHA case numbers assigned on or after May 25, 2025, FHA financing is open to US citizens, lawful permanent residents and citizens of Micronesia, the Marshall Islands and Palau. Non-permanent residents are no longer eligible.

ITIN loans. What is left is a niche product. An Urban Institute study of the ITIN mortgage market, based on interviews with 23 lenders, investors and housing counselors, found that:

  • Fannie Mae and Freddie Mac largely do not buy ITIN loans, and most mortgage products require an SSN.
  • Credit unions and community development financial institutions (CDFIs) are the main lenders, with some independent mortgage banks.
  • Most lenders keep ITIN loans on their own books (portfolio loans). Others sell them to investors who pool them into non-QM (non-qualified mortgage) securities.

The market is small, but not tiny, and the gap with Hispanic homeownership is wide:

5,000–6,000ITIN mortgages estimated to have been made in 2023Urban Institute, 2024
48.1%of Hispanic households own their home, versus 65.0% of all US households (Q2 2026)US Census Bureau

What ITIN lenders typically ask for

Every lender writes its own rules, so treat this as a starting list, not a checklist. Urban compiled these typical requirements from its interviews with ITIN lenders:

  • The ITIN plus proof of identity, such as a passport from the home country or a driver's license.
  • Tax returns, generally the last two years, which serve as income documentation.
  • Bank statements, usually the last three months.
  • Credit history. Most applicants have traditional credit scores. Those who don't usually need at least two alternative credit references, such as rent, cell phone or utility payments.
  • A bigger down payment. Usually 10% to 20%, compared with 3.5% on FHA and 3% to 5% on loans sold to Fannie Mae or Freddie Mac.
  • A higher rate. Generally 0.5 to 2 percentage points above a traditional mortgage.

Many of those lenders also count, fully or partly, the income of family members who help with the housing payment, if it can be documented. These figures come from interviews about 2023 lending, so ask your loan officer for today's numbers.

How to qualify an ITIN buyer early

The worst outcome is finding the perfect house for a buyer who cannot close on it. A few early questions tell you whether to bring in a loan officer now or help the buyer prepare.

What you need to knowA natural way to askWhy it matters
Tax ID"Do you file your taxes with an ITIN or a Social Security number?"Decides which loans and lenders to look at
Tax filing history"Have you filed taxes the last two years?"Lenders typically use two years of returns as income proof
ITIN status"Is your ITIN current, or has it been a few years since you used it?"An ITIN off returns for 3 years expires
Down payment"How much have you saved for the down payment and closing?"ITIN loans usually need 10% to 20% down
Credit"Do you have a credit card or loan in your name, or a rent history you can show?"Lenders accept alternative credit, but need something
Household income"Does anyone else in the home help pay the rent?"Some lenders count documented family contributions
Timeline"When would you like to be in the new home?"Sets how fast you need a lender involved

Ask them one at a time, in the order the conversation allows, never as a form. And keep to financing documents. The Fair Housing Act prohibits housing discrimination based on national origin, so leave status questions to the lender, who has its own rules to follow.

Here is what a good first reply looks like when the question comes in Spanish:

First reply to an ITIN buyerWhatsApp
  1. Hola, quiero comprar una casa pero no tengo seguro social. ¿Se puede?Hi, I want to buy a house but I don't have a Social Security number. Is it possible?
  2. Hola, Rosa. Sí, hay prestamistas que hacen préstamos con ITIN. Suelen pedir más pago inicial y tus declaraciones de impuestos. Para orientarte bien: ¿has declarado impuestos con ITIN los últimos dos años?Hi, Rosa. Yes, some lenders make loans with an ITIN. They usually ask for a bigger down payment and your tax returns. To point you in the right direction: have you filed taxes with an ITIN the last two years?
  3. Sí, desde 2019. Ahorramos como 40 milYes, since 2019. We've saved about 40 thousand
  4. Muy bien. Te presento a una oficial de préstamos que trabaja con ITIN para que te diga cuánto puedes comprar. ¿Te escribe ella por aquí?Great. I'll introduce you to a loan officer who works with ITIN loans so she can tell you how much you can buy. Can she message you here?

The agent answers the real question, sets an honest expectation and asks one question that sorts the buyer. No rate, no price range: that is the loan officer's job. For more on first replies, see our playbook on answering click-to-WhatsApp ad leads.

How to find ITIN mortgage lenders

We have not found an official directory of ITIN lenders, so build your own short list before you need it:

  • Lenders' own program pages. Lenders that offer ITIN loans usually say so. Search "ITIN mortgage" with your city or state and read the program page itself, not an ad.
  • Credit unions and CDFIs. Urban found they are the main ITIN lenders. The Treasury's CDFI Fund publishes a list of currently certified CDFIs.
  • NAHREP. The National Association of Hispanic Real Estate Professionals has local chapters in markets like Houston, Dallas, Los Angeles and Chicago, and publishes a Top 250 Latino Mortgage Originators list. Both are good places to meet loan officers who already serve these buyers.
  • Check the license. Before you send a buyer anywhere, look up the loan officer on NMLS Consumer Access, a free tool that shows whether a loan originator is authorized to do business in your state.

When you talk to a lender, ask: Do you close ITIN loans yourselves or broker them out? What is your minimum down payment? Do you accept alternative credit? Can family income count? How long does a pre-approval take?

Texas, California, Illinois and other states. The product is the same idea everywhere; what changes is which lenders are licensed and active in each state. Urban notes the population these loans serve is concentrated, with 56% of undocumented immigrants living in California, Florida, Illinois, New Jersey, New York and Texas in 2021. For down payment assistance, Urban reports that some programs accept ITIN holders and others don't, so ask each program.

Pitfalls to warn buyers about

  • Cost. A higher rate and a bigger down payment change the budget. Get real numbers before you set a price range.
  • Pre-approval timing. If the buyer still needs an ITIN, or needs to renew an expired one, add the IRS processing time. Get the pre-approval letter before you write an offer.
  • Tax returns not filed. Lenders typically want two years. A buyer who has not filed may need a tax season or two. Stay in touch.
  • Documents from abroad. Ask the loan officer early which foreign documents they accept and whether they need translations.
  • Mixed-status households. If one spouse has an SSN and the other an ITIN, Urban notes the ITIN holder's income cannot be used to qualify for a non-ITIN loan. If both incomes are needed, so is an ITIN product.
  • Bad offers. Urban notes that Latino households are more likely to be targeted for predatory financial products. Steer buyers to licensed lenders you have checked.

Buyers who live abroad with no US tax history are a different case: see our guide to the foreign national mortgage.
